Jay W. Powell

Jay Warren Powell passed away on September 6, 2018 in Visalia, California he was 84 years old.    Jay was born on July 28, 1934 to Jasper and Gentsy (Wilder) Powell. He graduated from Edison High School in Stockton, Ca. in 1952, and received his undergraduate and law degrees from UC Berkeley in 1956 and 1959, respectively. Jay started his legal career in Fresno, later working with Melvin Belli in San Francisco. In 1971 he became the Tulare County Public Defender and then District Attorney in 1974.  From 1979 until his retirement in 2016, Jay was in private practice and worked with the Conflict Public Defenders. Jay is survived by his wife Joyce his son Mark, daughters Ann and Amy, and 3 grandchildren.
